It looks like a "Little George" tailspinner made by Mann's bait company.

Little George's have a line tie and the hook is attached to a hanger embedded in the body. The one Shred showed passes the line through the body, then the hook is tied on. I remember seeing those lures someplace, but I can't remember the name of the company. Perhaps Rich Z. will know. I remember seeing the ad for them too. I did a quick search on "tailspinner lures and found these two website.
