You don't say how you are using the lure, there is more to spinning than
just casting out and retrieving.
try to imitate a real fish by stopping and starting. Pike are lazy fish and
will rarely take a lure that is moving too fast.
don't stay in the same place for too long, travel light and keep on the
move. look for shoals of small fry in the water there will invariably be
perch hanging around.

Why would you spin for perch anyway?
Just use a single hook and a worm and the fish will jump on the hook.

Pike this time of year can be hard to catch with a spinner due to abundance
of real fish.
try dead bait.

I had a cracking perch yesterday on a Mepps spinner.
Was after Pike but as the spinner got to within about 14" of the bank a
perch of about 1.25 lb shot out from under my feet and nailed the
spinner.
Cracking size fish for the river / stream I was fishing..

Jake,

There is no reason to shout here. If you are
not catching pike with a spinner,try live bait or
a different lure such as a daredevil spoon. And
try jigging a couple of time while retreiving the
lure to catch the pike's attention.
For perch,try using bait such as worms or
minnows. You might catch something at your
favorite spot.
