Default When would you use a float that doesnt?

I have been scaling down on the float size and up on the hook size.
I have a small float and the smallest size shot that I have that if I
use a size 10 hook and 3 maggots goes under and is very difficult to
see.

If I don't use a shot, it doesn't cock.

Any ideas?

All I can think of for it is in dead calm clear water.
