Casting rods--"flats" type?

While looking, online, at casting rods(Shimano V-Rod) I have noticed some
are advertised as "Flats" rods.

I am assuming this means for flats fishing as in Florida flats?

What is the difference between those rods and a regular worm or crankbait
rod of the same length?

Less and less all the time, the classic flats rod is closer in action to the
crankbait rod, but more custom rod builders and their customers are going
toward the mag bass blanks as more bass fisherman have taken in a little
sal****er action and found their 3 and 4 power bass sticks work just fine.
The 5 and 6 power rods are starting to show up in the mangroves when you
need the same characteristics in a snook rod as a close quarters bass rod.
