I am viewing it OK with the IE6 browser on WinXP.
The chart comes in pretty small, but I can zoom in with the mouse wheel.

concur IE6 with WinXP you can see it fine. No depths, but does show
obstructions.

I can't get IE6 to open the files no matter what I do. Is there something
special you have to do?

I should note I have autocad and dxf is a drawing format. Maybe IE is
utilizing my AutoCad to show the drawing.
