What a pile of crap.
Amazing what folks can do to a watershed.
And yes it may provide habitat, although I prefer the natural stump and weed
myself.

You guys remember what the road sides looked like 30-35 years ago? I can
tell you it has improved a lot. We still have a ways to go, but the
improvement is definitely noticeable.
