We have the world's worse dial-up so I know I'm looking at having to get

You just need a package that gives you the functionality you require.

Some low resolution cams will even work on dial-up, but it is
difficult to determine which beforehand.

Many satellite and radio solutions are quite expensive. Check to see
if your television provider offers internet facilities. Many cable
companies now offer this functionality on their cables.

Some other info which may be of use to you;

This will work on dial-up;

Costs 69$ to buy it, but you can try it free for thirty days first.

There are other solutions out there as well, but it is impossible to
list them all here.
