Default geek question

A buddy that runs our local FFing shop just called.

His 'puter still runs Windows98 and somehow, trying to get into Safe Mode,
he has it running in DOS.

He has shut it off and restarted but it comes back up in DOS

I "thought' booting with F8 held down would get to the menu that would allow
him to select Safe/ DOS/ Normal but that didn't seem to work

How do I help him get it booting into Windows again? Not sure if his
shop depends on it, or not, but let's pretend it does .... other angler's
FFing purchases are at stake here ... we must act quickly !!!!
