It would come under harassing wildlife, which is may or may not be a big no-no, depending on where and how you do it, who reports you, and who writes (or chooses to warn instead) the ticket. OTOH, I've never heard of anyone getting even a warning for protecting their property by means of water, mild electrical, visual, or scent effects.
