Electoral-vote.com has a nifty review of the problem, and a variety of
suggestions that have come up over the years to deal with it. One of the
easiest seems to be to simply leave all the rules in place, and increase
the size of the House to bring the College more in line with the popular
vote. This has the advantage of not requiring messing w/ the Constitution,
and it leaves the College in place as a check, which may not have been its
original purpose, but it can certainly function that way.

Yes .... one thing I hoped would happen this time was that Bush would win
the popular vote, Kerry the electoral .... thus making everyone have a
recent reason to be ****ed at a bad system., and progress possible.

As it sits now there are very few, if any, politicians in this country with
more concern for the future of the country than concern for the future of
their party ... on either side ... thus reasonable change that would benefit
the country will continue to be stifled by those "in the bad system, because
it's bad"
