I suspect that the use of either would not be limited to Air Force
bases. It is not solely on military bases (more than just the local Army base). I've made the conscious decision not to rely on the title. Some do, some don't. I look at it more in the vein of "what have I done lately," i.e. that was in the past, I don't do that anymore. I know a few retired E-9's and Navy senior enlisted that still go by the "Chief" or "Sergeant Major" monikers (service dependent). Some forget that they are no longer in. Some believe, that based upon their active duty rank, that they should still be higher up in the corporate tree than me. I quickly disabuse them of that notion. Wolfgang eat the rich.......and the titled. The problem with your basic premise (i.e. consuming those that are rich and or titled) is that you want to eat people that are, for the most part, old and wrinkly and living in Florida.
