Default Calm seas, dusk

Hello

A few nights this week, I've been fishing at dusk when the sea has been calm
with a low outgoing tide and I've yet to have a bite. What sort of fishing
should I be doing under these circumstances and what sort of fish would I be
aiming for? (Kent area).
