how do I rig a rapala surface popper.. to be able to cast it any

Poppers (and sliders) are usually a direct tie - anything in front of the
lure is likely to spoil the action.

You should be able to get ten metres or so with the bigger ones even into a
F6 - unless you are using very thick line. 3 - 5 kg bs is about right if
you're bassing.
