Default gunwale rod holders

If I stick some rod holders in my horizontal gunwale surface, what's an easy
and inexpensive way to plug 'em when not in use so minimal water gets in and
through to the bilge???

Anybody have special molded rubbed/plastic plugs for that purpose?

I'm not sure what you need, but www.caplugs.com has lots of different
kinds of plastic plugs for industrial use.
