Default February striper fishing in Va.

Hey all,
I have the last week of February off and I'm thinking of heading south from
NJ to look for some stripers, I'm looking for any ideas as far as how far
south I need to go, any pertinent regs I need to be aware of for the area,
and is it just a waste of time/gas to go fishing in February? I surf fish
exclusively, no boat or yak, and I've been finding reports of people still
catching, via boat or yak, in the Va eastern shore area, but I'd like to
hear from anyone who may have first hand experience. Cold doesn't bother me,
but killing a week chasing fish that aren't there might......
