Default State Regulatory Agencies

It seems to be on a flaky server, and whoever is supposed to manage it is
non-responsive to changes, but almost all of the state regulatory agency
links are good. They have all the states listed.

It is still a good resource to find agencies and regulations when visiting
another state.

P.S. The Az G&F Dept link goes to a page that no longer exists on G&F's web
site.
