I'm new to Melb and fishing.
What places can I fish without a boat?

Any of the piers and jetties around port Phillip bay and Western port will
produce fish at times. The most productive seem to be Mornington, Point
Lonsdale and port Melbourne near the power plant outlet (known as the
warmies) in port Phillip bay and try flinders and stony point jetties in
western port.
For freshwater fishing you probably need to travel a little further
although some of the inner lakes are stocked with fish you are better off
heading for the Eildon pondage at Eildon or Lake Modewarre near Winchelsea
there are numerous creeks and rivers and impoundments within a couple of
hours drive from the city that produce good fishing at times.
