Default Is this the WB flow plan?


After seeing the flow regiment put into action thus far this year Im
starting to be a bit concerned about what was agreed upon with regards
to releases on the WB of the D. This up and down kind of flow situation
is exactly what messes up the fishing due to extreme changes in water
flows, holding water, ect. Is this how its supposed to be all year or
is it just this way because of the high resovoir capacity? Either way
the reports of lots of bugs and fewer than expected rises that I've
been seeing can surely be attributed to these yo yo flows.
