In my state that could get those RC boaters jail time, as they would
infringing on a Constitutional right for people to fish. It is a felony in
Alabama to in anyway interfere with a person legally fishing

We have an anti harrasment law here in Az too, but I have never even one
time heard of anybody ever enforcing it.
