Default Popper Question

Hi,

Live outside of Boston.
New at this.

Have a pond near house with a fair number of Small and Largemouth Bass,
and also Yellow Perch.

Thought I'd try a small Popper, which I never have.
Have heard that they are very effective for Bass. True ?
Uncertain which kind to buy.

Which, in general work better:

the simple, plain, Popper, or the ones with a feather dressed tail ?

Why ?

BTW: can these small Poppers also be cast with a light
spinning outfit ? Is there some kind of weight/rig to use with them ? A
fly rod should be fine, but is there any practical way to use, also,
with a spinning outfit ?
