Sandy, I can't help you with the dubbing spinner, but I have adjustable tension bobbins that are identical to the one shown. I don't know the brand, but I bought them at my local fly shop, which has a web presence : http://www.4seasonsfly.com/ Though I don't see those bobbins on the web page, there is an 800 # that is shown on the web page. If you describe the bobbin, Dave will know what you are talking about. He might also be familiar with the dubbing spinner. If you call and order, tell Dave that I referred you.
