You couldn't have been lurking on roff much longer than that.
roff was spun off of rec.outdoors.fishing in May of '94. Quite
a few fly fishermen posted on that group before 1994.

According to Google I first posted to roff on May 19, 1994.

to show that ROFF was in existence by 27 October, 1999:

Michael,

Water was in the low to mid-50's, depending on which stream. Not speaking for
myself, most ball'sters had anti-freeze in their systems.

You conservatives are depressingly optimistic. The reason I check
into ROFF almost hourly is to verify its (and my?) continuing existence,
but I make no assumptions about tomorrow.....

OBROFF: went fishing again on the Crooked River yesterday, but have no
report to offer (they're starting to have much of a muchness to them
anyway: went, did or didn't catch fish, it was this or that temp, the
water was at this or that level, the hatch was or wasn't strong.....)
Will post another report if I visit a different river or if something
remarkable happens or presents itself to mind. One good thing at least:
the dam upon which the fishery depends these days still stands, and
here's a touristy pic from the top of it:
