Hmmm, interesting...
(2) with one busy kayaker paddling away and nobody paying attention to the line, would DFG consider that an untended line (like a set line). Here in Texas, the laws apply to rod and pole or NOT rod and pole (i.e., traps, jug lines, trot lines) but don't go into whether or not it is tended.
