You don't need to spend as much as 150 quid to get a perfectly
acceptable rod and reel. Take a look at

If you do want to spend that much, I think I'd spend 100 on the rod and
50 on the reel. I think you're well into diminishing returns spending
more than 50 quid on a small fixed spool. To be honest, for that sort of
money you won't find any bad kit. You're probably best going into a
quiet tackle shop where they will help advise you and let you set the
rod up with the reel and see how it feels.

Other stuff; you'll need a landing net. Something to sit on. Something
to carry your rod with, and something to carry the rest of your kit in
(if the thing for sitting on doesn't do that!). Rod rests. Disgorger /
forceps.

One other thought; if your local lake contains good sized bream or
tench, you might get better value out of one of the avon/quiver
combination rods; usually supplied with two tips, one of which is used
to make up a heavy float rod, the other of which has a built-in or
plug-in quivertip for legering.
