Why don't you at least post a link of the fly your asking about?
Rainy's pics are not loading right now... So I'm guessing here. http://www.rainysflies.com/pages/det...=Rock%20Roller or http://www.madriveroutfitters.com/st...erOfEntries=30 Looks like it's made from rocks....I made one like this once.. it's a bit of work. You can build up the body a bit.. then coat on epoxy.. dip it into small pebbles and scrunch them into shape. You can then touch up with epoxy again later and add the peacock herl.
