I'll take a stab at it and guess a handheld Fluting Iron. It's design is to press pleats into fabrics which are first starched. They are used in putting flutes into cuffs, collars and other places where pleats were needed. The fluting iron were first made back in the 1860's through the 1880's. fwiw, -tom |
