Wolfgang No, I'm saying that there is always too much water somewhere and not enough somewhere else. This year saw record rainfall and flooding in Texas. This is a simple (well, solvable) plumbing problem. I am astounded that we do not have a reliable water grid. There is no excuse. I believe we need a new CCC. Instead of Iraq we build the water grid.
