And waste a lot of fuel !

How will that waste any more fuel than putting a trolling plate on the outboard? If the motor is
spinning at 500 rpm's and going 3 mph, it's not going to use any more fuel if it's still running at
500 rpms, dragging a bucket and traveling at 1.5 mph.

The only other thing that he might consider is running the motor in reverse and backtrolling. Many
times, a boat will move slower through the water backwards than forward, plus offer the added
advantage of more precise boat control.
