The seals which were skinned at a later time (remember they were
already observed being killed) are dead.

Indicates all of the seals observed were killed. They would be dead
they could not have been skinned alive.

'Shooting and leave to suffer' appears time after time.
Left to suffer until they're butchered.

Therefore, they would not have been skinned alive.
