A sea fishing licence could never work, only the honest fisherman would pay.
And what would we get out of it? would thay restock the sea with fish, I don't think so. Even if they could the trawlers would only decimate them yet again. I too think the licence scheme unworkable BUT if the government think that a
percentage of honest fishermen would pay up, then I think they will go ahead with it!
