Default HMS permit

I recently purchased a 1995 320 Albemarle Express Fisherman. I am looking
forward to many years of fishing on it. I am waiting on my federal
documentation paperwork to be completed now...a process that I am told can
take several months. I attempted to obtain one of those permits...the ones
that used to be called Tuna permits and are now something like HMS permits
and include more species of fish. They are only something like 22 dollars,
but when I called, I was told that I had to have the federal documentation
paperwork completed and that the temporary one that was issued at the boat
closing wouldn't do. Is that really true? I can't buy a friggin 20 dollar
fishing permit and can't fish for any of the fish on that list that requires
the HMS permit until they finally get around to finishing my paperwork...up
to 6 months as the broker told me?

Is there another way around this?

It's just an idea, but what about just getting state registration for
the boat right now, and putting those numbers on the application? I
don't beleave their is any requirement that the boat be documented,
just that their be some kind of registration.
