put the money in the rod. you can learn to throw a cheap reel, but you
can't teach feeling to a cheap rod. if you have to, you can stroll or drift
carolina rigs, and any cheapo will throw a big jig and craw or a heavy
spinnerbait. but no matter what you do if you have a rod that is dead as an
old tree limb, you are going to miss fish and snag more.

But I would say a cheap rod will outlast a cheap reel.

In other words if you want performance spend your money on the rod, if
you want durability spend it on the reel.

if you want to catch the most fish, i say buy the good rod, then upgrade the
reel asap. but better off to buy both good at first and skip the 9000
crankbaits every rookie buys out of the closeout bins.
