Default 15 HP Briggs and Stratton Timing ? help

I have a craftsman rider with a 15 HP Briggs and Stratton 28N707. I
replaced the
connecting rod and reassembled and it wont start. The connecting rod
melted onto the crankshaft but the crankshaft was OK and all else was
fine. piston was fine and cylinder was OK. rings were OK. I gets
spark. It has lots of compression. It gets gas. I set the timing gear
and cam gear exactly with both markers aligned.
Is there another way to set the timing markers? The valves are gapped
correctly. I heard a rumor that some Briggs require the timing to be
advanced. can you tell me if the 28N707 is one of those? If so,
what way do I turn the Cam in order to advance the timing. Does this
really make a difference in starting? please help

The Briggs uses an ofset keyway to advance the timing. Anyone that sells small engine parts will have the right one for you.

Takes gas, spark, compression to run. Put your finger over the #1 sparkplug
hole and turn the engine until that piston starts forcing air out the hole.
When the piston is TDC (top dead center) pull the distributor cap and make
sure the rotor is pointing to #1 wire. You can be 180 degrees out on your
timing. Shoot a little starting fluid in and see if you get ignition after
the timing check. If run, then trouble shoot fuel system.
