Can anyone tell me if it is illegal to use lead fishing weights when sea
fishing in the uk?

No, it is legal.

I also used scrap sparkplugs that a local garage save for me if fishing over
snaggy ground and long casts are not necessary, but them I am tight.

No, it is legal.

pebbles [ with holes through ] work well - and the fish don't know
they're there to trap them.
