Although its technically China, the Hong Kong Special Adminsitrative
District (SAR) more closely resembles New York than Beijing. Businesses
aren't overseen by the mainland, its self-governed by an elected committee,
and there is no accountability to and very little similarity to the
Communist governance of the mainland. Of course, this can and will change,
but currently the oversight of, and infrastructure of local businesses
(especially global ones) isn't 'Chinese' in any meaningful sense.

However, the allegiance of local businesses isn't to the US, either.
Nontheless, HK businesses pride themselves (rightfully so, I've heard) as
being VERY legitimate, and very transparent. The motive here is to make a
buck....a big buck...but to always do it through legitimate means. Negotiate
well, and then provide the service you promise.

At this point in time, I don't think I'd be concerned about a HK business
running the detector. But then again, other than being here, I really don't
know the ins and outs of the business world other than by word of mouth. If
I hear any more about this locally (I have a dinner at a high-powered
location with some 'players' tonight) I'll pass along what I hear.
