I was just wondering, what does the water temperature have to get to
before the bass will consistantly hit on top water.

Well.... I think the general consensus is that topwater bite heats up when
surface temperatures reach 55ºF (see
http://www.bassresource.com/html/topwaters.html for example).

Your question assumes that Bass will consistently respond in the same way
when presented with the same variables. I'd agree with that. The problem,
from the angler's perspective, is that there are just so many variables to
keep up with. If other factors (water depth, pH, abundance of food at or
near the surface, water clarity, temperature gradient across the depth,
cover, etc.) favor topwater feeding, even through the temp is not ideal,
then you might get into some topwater action well below that temperature.
