I'm not totally familiar with Johnson outboards, but I recently experienced
that problem with a friend's Mercury. In that case, there was a solenoid
for up and one for down. The motor would go up but not down. I pulled the
solenoids, cleaned the contacts with an emery board and replaced them. The
motor goes up and the motor goes down.

While your problem might not be that simple, it would be a place to start
looking.

....on my '90 GT150 there are two automotive type relays, one for Up, and one
for Down....swap them out and see if the problem reverses....probably just
loose or dirty as Steve said. offered up Huck

Thanks Huck,
It was indeed the relay, it must have just been loose, but I did buy an
extra one to carry in the boat. I bougt it at our local auto zone store.
