As you're using Windows you could take a look at Forte Agent. You will
eventually have to pay for a full version if you want all the facilities
(There is a -very- out of date free version available which is better than
Outlook Express) The point is that it has to be good enough to be worth
paying for as opposed to all the 'free' dross.

Turnpike has a good reputation too, not so many features but free afaIct:
http://www.demon.net/toolkit/downloads/

I use neither of these - I don't use Windows, so I have an ancient RISCOS
transport with a bit of bespoke code running extra filters.
