While not being particularly enamored of Bush II either, I'm not sure this administration is accountable for the problem. - the COE seems to have the rep of doing what they want on the watersheds- As an example, the Kootenai has problems with regards to sturgen reproduction vs flood, irrigation needs downstream. As I understand it, the COE has consistently refused to allow adequate flows to promote a succesful spawn of the white sturgeon in spite of court orders to the contrary. This has nothing to do with the administration- its a COE knows more than you do problem- and they aren't elected. jh |
